Cabinet Of Ministers Seeks Permission From Parliament To Regulate Rate For Excise Duty On Petroleum Product


The Cabinet of Ministers is requesting parliament to grant permission to it to regulate the rate of excise-duty on petroleum products depending on the price of crude oil.

The president of the league of oil industrialists of Ukraine, Aleksandr Shpak, disclosed this at a press conference, with reference to a draft law submitted in parliament.

“Parliament views the issues of excises rather inertly. There is also a need to regulate excise actively, like how prices are being changed on the market,” Shpak said.

In the words of Shpak, regulation of excise in accordance with prices of crude oil will make it possible to stabilize prices for petroleum products on the internal market, and also increase the profitability of the operation of petroleum refineries.

Presently, parliament makes the decision relating to determining the rates of excise-duties for petroleum products.

In January, the Cabinet of Ministers and 5 petroleum refineries agreed on coordinating their actions with respect to regulating the market for crude oil and petroleum products in 2002.

The memorandum was signed by representatives of the Ukrtatneft Refinery (Kremenchug, Poltava region), the company TNK-Ukraina, which owns the Lisichansk refinery (Lugansk region), Lukoil-Ukraina, which owns the Odessa refinery, Kazakhoil-Ukraina, which owns the Kherson refinery and the refinery Galichina (Drogobych, Lvov region).

The Cabinet of Ministers obligated itself to create favorable conditions for increasing the volumes of import of crude oil and improving the attractiveness of its processing at Ukrainian refineries.

Lisichansk Petroleum Refinery Commences Industrial Production Of Jet Fuel


The Lisichansk Petroleum Refinery (LiNOS, Lugansk region), which is the second largest in terms of size, and is owned by the company TNK-Ukraina, began industrial production of the jet fuel type TC-1.

The refinery received from the Ministry of transport in August permission for refueling of aircrafts with its fuel.

The Lisichansk petroleum refinery received for the jet fuel a certificate of conformity with UTSAKH-SEPRO from the Kiev International University for Civil Aviation.

By the end of the year, the refinery is intending to produce nearly 20,000 tons of jet fuel.

Based on the information of the press service, in 2003, the refinery also is intending to build a new installation regarding production of jet fuel based upon the technology of Merikat-2/Aquafining.

Production of jet fuel in Ukraine is also carry out by the Lukoil-Odessa Petroleum Refinery.

In 2001, the Lisichansk Petroleum Refinery increased its processing of crude oil by 106.3% in comparison with 2000, to 4,998,6 tons.

Its share in the total volume of processing of crude oil in 2001 comprised 32.5%.

Ukrgazdobycha Launches Asphalt Line


Ukrgazdobycha launched asphalt line at its own Shebelinka gas refinery (Kharkov region), the press service of the company disclosed to Ukrainian News.

New line’s capacity constitutes 20,000 tons annually.

The plant will produce building, road, and roofing asphalt.

The installation of the line was started in March 2002 and cost UAH 5 million.

Asphalt is a product received from gas and oil refining and is used as binding material in construction and road repair.

In January-June, the Shebelinka gas refinery increased processing of gas condensate by 2% to 352,600 tons compared with the corresponding period of 2001.

Ukrhazdobycha extracts about 74% of the gas in Ukraine.

Ukrgazdobycha increased extraction of oil and gas condensate by 3.4% to 343,100 tons in January-June, compared with the same period in 2001.

Ukrgazdobycha Modernizes Production Of Light Petroleum Products


Ukrgazdobycha has modernized production of light petroleum products at its own Shebelinka gas refinery (Kharkov region), the press service of the company disclosed to Ukrainian News.

In particular, the company has built the 7th fractionator to increase the level of oil refining by 2.5% to 97.5% and withdrawal of light petroleum products by 3% to 88%, as well as to produce asphalt and bitumen mastic.

The installation of the fractionator cost UAH 5 million.

The economic profit of such modernization will constitute UAH 12.8 million annually. In January-June, the Shebelinka gas refinery increased processing of gas condensate by 2% to 352,600 tons compared with the corresponding period of 2001.
