Will the legal person with investments of the NJSC "Naftogaz of Ukraine" and "Gazprom" be created?
Open Society "Gazprom" and NJSC "Naftogaz of Ukraine" with participation of the ministries of energy of two countries is preparing the intergovernmental agreement by October, 7-10 of this year. In this agreement entered basic terms of creation of an interstate consortium for gas transportation through territory of Ukraine. As the vice-president of the "Gazprom" Alexander Riazanov informed journalists in Nadym.
"We consider that creation of the legal person with investments of the NJSC "Naftogaz of Ukraine" and "Gazprom" is expedient and which will be engaged in preparation of the business - plans", - has noted A. Riazanov. "It is expedient to create the bilateral consortium with participation of Russia and Ukraine, and then to attract in this consortium the German side.
A. Riazanov has added, that the market share of each side is the basic problem at creation of the consortium: the Ukrainian side wants to have 50 % plus one share, Russia insists on creation of a consortium on an equal footing.

Cabinet Bans Issuance Of Bills In Payment Of VAT During Importation Of Crude Oil In 2003
The Cabinet of Ministers has banned the issuance of bills as a means of paying value-added tax during importation of crude oil from January 1, 2003.
The ban is approved in the September 16 Cabinet of Ministers resolution “On Ending the Validity of the Cabinet of Ministers Resolution of October 1, 1997,” a text of which Ukrainian News obtained.
At present, enterprises importing crude oil into Ukraine may defer payment of value-added tax on their crude oil by issuing bills.
The Cabinet of Ministers resolution also banned, from October 1, 2002, the issuance of bills as a means of paying value-added tax during importation of goods not categorized at bulk-oil goods into Ukraine.
As Ukrainian News earlier reported, the Cabinet of Ministers resumed the levying of value-added tax on imported crude oil on January 1.
On December 20, 2001, the parliament adopted a law backing the cancellation of the tax breaks enjoyed by oil enterprises because traders used these enterprises to reduce the amounts of taxes they paid during importation of goods subject to excise duty.
Crude-oil deliveries to Ukraine increased by 87.7% to 15,626,700 tons in 2001, compared with 2000.
Ukrainian petroleum refineries received 9.31 million tons of Russian crude oil and 3.82 million tons of Kazakh crude oil in 2001.
Imported crude oil accounted for 84% of the total quantity of crude oil delivered to Ukrainian petroleum refineries.
